Urban development & planning are high-level subjects. They describe in their entirety all regionally significant planning processes of a city with their respective different emphases.

In this context,urban development refers to the control of the total development. This includes the social, economical, cultural and ecological development.

Urban planning, however, refers to the precise constructural-territorial development of a city. The main areas of responsibility are the local spatial planning, the urban land-use planning as well as the planned urban development.
